Sheffield Wednesday Faces Serious Challenges, Says New Football Authority

'Our role is integral to football's future' - football oversight chief David Kogan

The team's current difficulties are seen as a "major concern" and the new football authority is aiming to acquire authority to examine team situations in such situations, the recently named head the official has stated.

In a wide-ranging interview, Kogan, who was appointed on Monday, voiced concern towards the club's followers.

Kogan met with four fan organizations associated with the Championship side recently.

The Championship side have been facing challenges both on and off the pitch in the current year, with the club failing to pay players on time on multiple instances, including in the autumn.

"Evidently Wednesday represents a major concern for the league and a substantial concern for English football," Kogan told.

"The club represents one of the iconic names for football in England and this week we have met fan representatives.

"Our aim is to acquire the ability... which will permit us to bring the club and similar situations referred to us if they need to be investigated and addressed."

Economic Challenges and Ownership Situation

Wednesday's embattled owner Dejphon Chansiri suggested earlier this year he would be open to selling the club at the stadium, but he has failed to complete a sale with potential new owners.

Failure to pay player wages on time in earlier this year resulted in restrictions being imposed by the league officials in summer, blocking the team from conducting any recruitment activities for the following recruitment periods, although those limitations were removed in the end of the transfer window.

Regulator's Perspective

The regulator explained: "The job [of the regulator] is there for the fans of Sheffield Wednesday, teams facing challenges where supporters are loyal to a community organization that has existed throughout their lifetimes in numerous instances.

"I have absolute sympathy for the team's plight, as I do for each organization that in modern times have encountered failure, or been close to going to the wall, for reasons that have nothing to do with the fans themselves."

When asked if the regulator could force an chairman to relinquish a club if they are deemed unsuitable, the regulator answered: "If your question is 'would we intervene in the final instance?', the reply is once we gather the evidence and know what's going on, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be considered the final option and the regulator would prefer to cooperate with proprietors.

"The final option we would consider is begin intervening in an specific team, an particular chairman, without being in a position to cooperate with that owner to try and resolve the problems affecting the organization and the chairman's encountering," the chairman stated.

"In actuality, when you examine the past of football, over the past few decades there have been particular chairmen, few in number, but some who have been irresponsible in the manner they have operated their teams and eventually don't wish to take responsibility for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

The chairman convened with representatives from 110 clubs to detail the scope of the oversight body this week and stated it constituted a "progressive gathering" with a "high level of engagement" from the National League to the Premier League.

"The role holds considerable importance, because if we get it wrong, if the football community fails, the significant advances achieved might evaporate incredibly quickly," Kogan said.

"And that's what nobody wants in the terms of English football is a huge success story - we must maintain momentum.

"There's an enormous amount of money entering the sport and has been channeled for the last 20 or 25 years, because certainty is lacking it will keep flowing into the sport, which is one of the reasons why I think we have to take a really clear view on potential dangers and naturally, of the immediate future."

Premier League Concerns

Top flight officials resisted the establishment of an oversight body because of concerns about detrimental effects on the elite division's competitive balance, but the chairman responded: "I fully support the success and growth as an economic entity of the elite league.

"I of all people understand the apprehension regarding damaging the division as a high-quality offering of England. But concurrently, if you engage with division representatives after today's meeting, they would have had a high level of reassurance -and, actually, they have been telling us in private they have a high level of reassurance."

Partisan Associations

The chairman continues to confront a "thorough examination" by the Commissioner for Public Appointments after he revealed he contributed money to the opposition group in recent years.

The chairman donated money to Culture Secretary the minister's leadership bid, along with that of the government leader.

"I've been completely open about my former ideological connection [with Labour], and that party membership ceased the day the select committee approved my appointment," the regulator explained.

"I am presently disconnected from any form of political activity."
